HOLLISTER, Calif. -- A man accused of killing a young Hollister mother and then had an eleven-hour standoff with police outside of his home, made his second court appearance on Thursday.
David Quiroz is accused of killing Heather Carroll in his home and then setting her car on fire.
Quiroz was believed to be Carroll's friend.
His preliminary hearing, where evidence will be heard on the case, is set for March.
Carroll's husband, Grady Carroll, told Central Coast News on Thursday what hurts most is he feels Hollister Police didn't do everything it could to save her life.
Grady Carroll said it's his duty on behalf of the community to file a claim against the City of Hollister for what he claims was a poor and sloppy investigation on the part of the police department.
He didn't want to release a whole lot of information about the claim until he actually files it, which he plans to do soon.
He didn't want to go on camera, but sent Central Coast News this statement: "I have faith that this issue will be handled by the District Attorney's office better than it was handled by the Hollister Police. Any man who could use his bare hands to punch and strangle a loving mother should never be allowed to be around any woman or child. We have faith he will get life without parole."
Hollister Police Chief David Westrick was out out of town. He said many aspects of this case are still under investigation, and it would be improper to comment further.
