CA Starts Drafting New Fracking Regulation

Sacramento, Calif.-  We have new information on a controversial oil drilling practice called fracking, as billions of barrels of oil sit underneath the Monterey Shale.

The California Department of Conservation said it's laying the groundwork for new laws to regulate hydraulic fracturing.  This is new for California, and the department is calling it a starting point for people looking to drill for oil using the technique.

But some environmentalists said there's flaws in the state's first attempt to set some ground rules.

"There are draft regulations that are intended to protect Californians from fracking.  But there's not really much actual protection in this draft," said Climate Law Institute director for the Center for Biological Diversity Kassie Siegel.

The Department of Conservation said it plans to start a more formal public conversation about fracking regulation early next year.
