SALINAS, Calif. -- New information on a hearing for former Water Resources board member Stephen Collins.

For the second time this week, a judge shot down the defense's attempt to call county officials to the stand for testimony.

Collins faces two charges of conflict of interest surrounding the desal project for the Monterey Peninsula.
