Tips for Keeping Children Safe on Halloween

Halloween is a night for trick or treating and dressing up, but can also be dangerous for children in the neighborhood. The California Department of Corrections and Rehabilitation kicked off their 19th annual "Operation Boo" this year.

The operation was designed to make parents aware of dangers in the neighborhood. According to a study, Halloween is the third dangerous of all holidays.

"Operation Boo" is meant to educate parents of registered sexual offenders in their area before their children go out for trick-or-treating and fun. A brochure was made available to explain special conditions for registered sex offenders and for parents.

The brochure explains the special laws on this night for those offenders. Offenders are given a curfew from 5 p.m. to 5 a.m, they are not allowed to open doors for anyone except law enforcement, offenders should not decorate or pass out candy and those should also keep all outside lights off to avoid trick-or-treaters from stopping at their house.

Parents are encouraged to be on the look out for anyone that may be breaking these rules. If they see a registered offender violating the special conditions, they are encouraged to call 911.
