CALIFORNIA- The fines are stacking up if you touch the phone behind the wheel. A new bill, that just passed the senate, increases fines for texting by $10-$30 for the first offense. With penalties and fees, the cost can add up to more than $200.
A second offense would become one "point" on your driving record.
California Highway Patrol said tighter laws against texting and driving will only help people get the message.
