There are growing calls for the controversial method to be stopped in Santa Barbara County.
Ranchers, farmers and environmental groups say fracking is a threat to groundwater supplies.
The oil industry maintains there is no evidence its harmed groundwater tables anywhere.
Santa Barbara County Supervisor Joni Gray says, "We would have the authority if there was a threat to public safety and health and safety but there is no evidence that that's the case so you can't just say well we think there is a danger to health and safety so let's shut them down."
The Board has scheduled another public hearing on the issue of fracking, next month in Santa Maria.
