First-- the Guardian Angles is a non-profit volunteer organization of unarmed citizen crime patrollers who are trained to make arrests. It was founded in the 70's in New York City and has chapters in 15 countries!
According to Salinas police, the department encourages its citizens first and foremost to be good witnesses and report crime. The department said over the years, citizens have detained suspects on their own, but a group of concerned citizens would have to take on the role of creating this group. The department says in comparison, there are neighborhood watch groups that patrol neighborhoods, and the Guardian Angles could be a spin off from that.
