MONTEREY, Calif. - Salinas Mayor Dennis Donohue used the backdrop of where California's Constitution was first written to make his appeal for the future of his city and Measure K.

Donohue held a press conference in Monterey to signal how the gang problem in Salinas affects the economy of entire region; he declared attendance at last year's California International Airshow Salinas was reduced because of a sting of homicides occuring at the same time.

With more than a week to go before the November special election, Donohue appealed to voters to pass a tax increase in the city to increase revenue for city services.  He called on former Indio Police Chief George Rawson to speak on Indio's "out of the box" ideas to handle gang violence in the 1990's.  Rawson said a master plan developed there, similar to actions underway in Salinas now, significantly reduced violence.

Rawson, who grew up in Salinas, worked in conjunction with Salinas Police Louis Fetherolf in Indio, when Fetherolf was in the Coachella Police Department; he said Salinas can see success if it boosts police enforcement.

"In Indio, within a year we began to see significant reductions in crime just in this one large apartment sector," Rawson said.
