California Highway Patrol said 11-month-old William Brown was taken by suspect Phoebe Haynes, 44.

Brown is described as black male, wearing a grey sweatshirt and gray pajamas with sharks.

Haynes is described as a black woman, 5 feet tall, 180 pounds, brown hair and brown eyes. Officers said she was last seen wearing a black jacket, a skirt and boots.

CHP believes Haynes is driving a 2004 white Acura TL, with an unknown license plate and possibly a black bumper, with a California license plate of 7HPY348. Officers think Haynes is Brown's grandmother.
